APPENDIX C.

ELECTRICITY PROGRAMME OF NATIONAL CONSTRUCTION.

Lower Yangtze Area.

COMMISSION.

A network of Stations to be established 66,000 v. 3 phase 50 cycle, in-

cluding:

(a) Existing plants 60,000 kw.

(b) Extension of existing plants 40,000 kw. (c) New Station at Nanking 40,000 kw.

(d) New Station at Kiangyin 40,000 kw.

(e) New Station at Chinkiang 40,000 kw.

as the first programme for 200,000 kw, total.

Ultimately the programme includes three stations of 60,000 kw. at Nan- king, Kiangyin and Hangchow with secondary stations from 3,000 kw. to 40,000 kw. at Changsin, Wusih, Kashing, Wuhu, Chinkiang, Soochow and Shanghai-400,000 kw. in all.

It is proposed to carry out this programme by means of a large com- pany capitalised by shares and bonds in which shall participate:-

(1) The National Construction Commission representing the Govern-

ment.

(2) The Banks.

(3) Foreign capital, which may be paid for in cash or in kind.

So far the following have been placed; —

(a) Nanking-two 5,000 kw. sets with Siemens Schuckert, paid for in 8 per cent. 10 year bonds.

(b) A 15,000 kw. extension for Hangchow; British, terms not known, (c) A 5,000 kw. unit for Soochow-placed Siemens Schuckert-paid for with five year bonds.

(d) A 3,000 kw. unit for Tsishuyen-ordered from A.E.G., paid for in bonds.

The programme for early ordering includes:-

(a) 4 sets of 10,000 kw. each for Nanking.

(b) 10,000 kw. extension to Tsishuyen.

(c) A new 50,000 kw. Station at Kiangyin.

(d) Numerous sub-stations are planned.

The following regulations show the form of finance at present in force for this Commission.

Regulations of the short-term electricity bonds of 1930 of the National

Construction Commission,

(Promulgated by the National Government on 23rd December, 1929.) 1. The National Construction Commission, acting under the authority of the National Government of the Republic of China, for the purpose of making extension to and further development of the Tsishuyen and the Capital Electricity Works, issues Short-term Electricity Bonds of 1930.
